If you mean the USB ports on the TV then it is unlikely that you can plug any old USB device into them. They may be only able to read storage devices (Flash drive or hard drive) to play media files. Some can take a very specific WiFi adapter if the TV doesn't have it built in.
But unlike a computer you can't load drivers for USB devices to make them work if the TV does not have appropriate drivers built into it's firmware.
As I posted it's looking like the only option is an optical splitter and a digital to analogue converter. Something like this....

Not the ideal solution but you have very limited options available.
The only other option would be if the soundbar has HDMI in/out ports on it and supports ARC over HDMI. If it does then you could connect it's HDMI OUT to the ARC HDMI in on the TV freeing up the optical port completely so you don't need the splitter and can plug the converter directly.
Whatever is currently plugged into the TV ARC HDMI can be plugged into the soundbar HDMI in instead. Provided the soundbar sends audio up the HDMI to the TV it will still appear on the optical out and hence your headphones.
But without knowing the make and model of soundbar I can't say if this is a viable option or not.
