Whilst I agree that Missy was supposed to be the Villain of the piece in the series 8 finale, she still wasn't really positioned as a big, untouchable threat so to speak. All her apparent plan led to was some weird notion of making an army as a gift for the doctor.
Contrast that with Simm's time, and (regardless of what you say about the intentional comedy moments intended to show his eccentric nature the way they still do with Missy) in his first story he enslaved the human race, and the second he tried and temporarily suceeded to wipe them from existence, both of which were in pursuit of world domination and possible multi world domination. Missy I feel is yet to have such a story, and as such her incarnation feels more 'loveable rogue who wouldn't actually do too much harm in the long run' than what I felt with Simm which was more 'loveable psychopath who should be trusted at no cost's and any evidence of plotting by him should be taken deadly seriously'.
As I say, I like the personality and general all round character of Missy's current incarnation, I just feel she hasn't yet been in a story that is justifiably a Master story where she is the main threat and it is a struggle to stop her. After her appearance in the series 9 opening two parter, she feels like an eccentric (and naughty) friend of the doctor more so at the moment than serious villain.
