Alejandro Agag said that there will be a UK race when he was interviewed on ITV at the weekend.
That's about as close as you are going to get to being confirmed.

Not yet they don't, however they have bought into Formula E, and are expected to take over when the current worldwide distribution deal with Fox Sports ends.
...and that probably means Eurosport rather than Quest.
