Of course they have the infrastructure! That's what Tata is there for. I'm pretty sure that Tata is more than equipped to deliver a live streaming platform in-house already.
It's more likely that Bernie is afraid of upsetting the broadcasters IMO. He's probably worried that the broadcasters would insist on cut-price deals or stop showing F1 all together, if FOM launches their own in-house streaming portal (Which did happen when the WWE Network launched in the US - it pissed off several broadcasters).
Although I can tell you that with sports like the WEC & WRC at least, they're streaming it online because they can't get enough value & reach from broadcast contracts alone, so they may as well go direct to the viewer. F1 still has that cache from the name etc. that attracts TV companies who will be willing to give FOM big bucks for exclusive rights.
From a business point of view, it doesn't matter if you only have a handful of viewers if the TV company is still locked into paying megabucks for it because of an agreement they signed several years ago. If a Pay TV operator can afford to spend billions on football, then they'll spend a lot on F1, regardless of their viewing figures - as long as the TV company can still afford it (assuming they want to show it in the first place of course).
Which is better for a business, to please 100 and get £1000, or please 1000 but only get £100?
I imagine we'll get in-house live streaming from FOM when the next round of broadcasting contracts are up for renewal.
