IMO the DNA of the sport is racing series consisting of open-wheel cars (each team entering the same number of cars) racing across a mixture of purpose-built & street tracks, the order of which is set via 1 or more qualifying sessions, with the pole position on the grid the result of the fastest time set during qualifying.
There should be a championship for drivers, and for constructors based on the results of those races.
Each chassis should be unique per that team on the grid, whomever the constructor
is.
The specification of the cars' engines, as well as their power output & source of power, as well as anything extra like DRS or ERS IMO is irrelevant.
The DNA of the sport is IMO essentially open-wheel cars of a varying design per team racing in a single class with the starting grid order based upon essentially the best one-lap performance of those cars.
