Netflix Bitrate Help

Normally the bitrate for Netflix videos goes up to 5800 in IE11 or 3000 in Chrome & Firefox, but recently the numbers have been 'all over the place'. It never reaches 5800, or even has the solid placed bitrates like 1750 or 3000. Instead I get 1330, 2050 & 3830 bitrates [or lower in Chrome & Firefox]. This doesn't happen on all content, about a third of it [eg. Episode 1 of Sherlock goes up to 5800. Episode 2 goes up to 3830]. Is this a Netflix issue or an issue on my end? Any help would be appreciated.

Interesting stuff, I always thought it was encoding on the fly to produce the different quality versions, I guess that would be too much, so essentially you see different files with different qualities when it shifts in bandwidth to a lower or higher bitrate.
