Because most fans out there are going "Will Smith and Margot Robbie were fantastic in it, the movie did Harley Quinn great justice, therefore it was a fantastic movie!!" despite the fact, that as a few people have pointed out, it's got an absolutely dire script, awful CGI and the action never really rises above bog-standard territory.
I mean, with fans, they're allowed to go into this movie with their brain switched off, and if that's the way you go into it, you'll probably have fun. But critics do have to take into account *everything* surrounding the film. And from a purely critical standpoint, a lot of the steps this movie takes are just... hard to ignore. The CGI, the writing, the bizarre pacing issues, the fact the film can't quite decide if it wants to be taken seriously or if it wants to be all out fun. These are issues critics have to consider that your general audience will probably ignore.
To some fans out there, the actors are all that matters, and even I, who didn't really like the movie has to say that the actors did do well with what little they were given. But to a small group of the more odd fans out there, it's all about giving the film a good score regardless to try and give DC the leg up on Marvel.
