The story is Moffat and BBC Wales agreed a break, then informed London it was happening. The Head of BBC1 at the time (Danny Cohen?) should have knocked their heads together and told them to get on with it. Any other year would have been acceptable (if not OK), but 2013? Moffat claimed to be a fan - he should have understood that scenario wasn't good enough”

And you're seriously claiming the people who put together the Corrie episodes were also directly responsibly for cobbling together the documentaries that accompanied them? Independent in production, but only ever made because it was the 50th anniversary - it was a project that had failed to get off the ground before due to no designated funding, but there was funding for it for the 50th anniversary period because Doctor Who was increasingly relevant.
I'm not saying the output of the main show was in any way generous - as I said I was disappointed too. But as a brand Doctor Who was afforded more than just the leftovers of the 2012 series, as you put it - just as Corrie went out as normal and as a brand featured 'additional' content.
To hark back to your earlier comment, it's almost certainly not viable to do a live episode of Doctor Who, or indeed produce Doctor Who in the same way that Corrie is produced. The two shows have very little in common whatsoever.
