Just because she got top 3 doesn't mean she gets lots of votes.
My guess is that Tiffany and John lead tonights votes by quite a big margin and Gemma just scrapped third place.
Gemma is what you call a risky housemate. Up against certain housemates, she'd be evicted and the producers know it.
They want her there for entertainment. Nothing else...hence the fix.
