Quite. Tennant was successful because he was incredibly engaging at a time when the show was very accessible. Smith was engaging even when the show got less accessible.
I admire Capaldi greatly but I don't find him engaging and never have. He just hasn't got that 'something' for me. It's like being able to applaud someone doing great technical feat but not 'feeling it'.
As I'm sure some people love Capaldi there are others who are luke warm about him or actively dislike him. At a time when the show seems to be stagnating a bit the best thing for it is a completely fresh start when Chibnall takes over, try to bring some of that old audience back. As we've seen, a new Doctor brings in a lot of casually interested viewers and it would give Chibnall a fair chance to make his era of the show really his.
