That's how I read it too.
Gemma is a natural bully, virtually everything she does is designed to 'divide and conquer' or stir for her own amusement. She's done it against John, against Angie (declaring she shouldn't be allowed to come back after a night away from the main House), Tiffany, Christopher and now Stephanie. She is the ringleader.
I don't think Daniella is by nature a bully, but as you say, because she's had her own issues with Steph and likes Gemma, she is automatically inclined to take Gemma's side in this, despite having previously noticed and remarked on Gemma 'loading guns' and intimidating Christopher.
Not sure where Megan stood on it all. I think she was just fed up of Steph being messy and 'not respecting her shit' so was happy to go along with thee mocking.
Didn't John suggest calling a House meeting to calmly explain to Steph they weren't happy with her slovenly ways and what she needed to do to be a more considerate housemate over a week ago? Isn't that what prompted Megan's meltdown when she ranted at him?
