Looks like you're wrong as it's still rating strongly. Not as good as it once was, but if you axed everything that is lower than it once was, you'd have about 23 hours per day free.

As most viewers just watch Countryfile and don't consider any alternatives, this won't change, whatever they put on. They've tried practically everything.
Regarding Tuesday's, if they put a drama on, it'd be slammed as killing it off before it even starts. You'd be going on about bad scheduling for a start.
