More likely they tried to get a special or two done so that there isn't a complete lack of DW bar Christmas this year but couldn't work out the schedule.
There is absolutely no way they could afford to produce the 20+ eps of the show in a year as the US networks do. It's a very different process and incredibly expensive - if anything the BBC need to make savings on the show, not spend more.
