If all the housemates just ignored this person, then there isn't much they can do, except be eating a basic budget. I would rather the basic budget than entertain this person at all.

It could be worse. The article says BB wanted her as a HM.
I would rather fail the task than stop smoking if I was them. Smoking is an addiction and BB should not make them go through it.
