I have an especially vintage Nokia that'll display "UK CELLNET" with even a modern O2 SIM. (single band, but doesn't like modern Vodafone SIMs for some reason - the phone reboots shortly after registering onto the network)
SIMs did change voltage, could be that.

Any users that do access the network in Ireland because they live very close to the border will get an SMS telling them that they are roaming with the rates etc, so it should be obvious.
This doesn't always happen, particularly in places where it's common to easily roam from a UK network to an IRL network within short distances and vice versa. Depending on the network they will send a roaming SMS message and won't repeat sending the message again until (a) the subscriber is back either on the home network or on another roaming network in another country or where roaming charges are different, and (b) a minimum amount of time has passed since the last roaming SMS message was sent by the home network. In my experience the home network will not send out more than one roaming SMS message for at least 24 hours.

Enforcing the phone to manual selection only can help most users, but this is complicated by some phones being a PITA where if manual selection is enabled and network coverage is lost on the last available manual network selection the phone will not attempt to fully register back on to that network unless another manual network selection is made.

I know they won't keep getting them, but they wil get an initial one so at least they will know it's happened once hopefully they will then notice the network name has changed.

There should be a roaming symbol too? I guess that depends, maybe I'm thinking of data roaming. Handsets sometimes warn you and with Three you can turn off international roaming on the website on 'my Three' a lot of the time it's off by default and you have to ask the network to enable it and there are EU limits now for usage where they have to warn you and only let you use so much before you have to manually override it by telling them you want to continue.

I do understand the issue, but I'm also suggesting that there are some safeguards and warning texts etc.

Thats an Android thing. iOS doesn't have that (if I remember right).

I have that issue with my Vodafone SIMs and my 3310, thought something had gone but it works fine with EE ones. Really doesn't like 3 SIMs obviously.
