They've already got the last 2 or 3 years of episodes available to buy off BBC Store. I expect at some point they'll start selling the archive. It doesn't matter if not many people buy them, because they don't have to manufacture anything in order to sell them. The store is all about the long tail.
I don't think a DVD boxset would be profitable, because aside from a few thousand superfans, I don't think most people want to watch old episodes. I certainly don't. I sometimes like to watch the odd clip, but I wouldn't watch a whole episode.
