There was basically a global war between mankind and Cybermen, an armed revolution in the UK (in the Series 2 finale, its stated that the people took over Torchwood when they found out what they were doing, and the UK is now a "people's republic," one up from the otherwise French-style republic we saw in Age of Steel). And during Doomsday we also were told of global climate chaos caused by the rift in space at Torchwood, the one the Cybermen used to cross dimensions.
So it's a war-torn, climate-destroyed, flooded nightmare. And Rose and her meta-crisis, regeneration-limit ruining boyfriend are basically stuck there to raise a family.
