It has nothing to do with "Kitchen Experience". On the contrary, it has all got to do with Common Decency. The Chef (in this case Gary Rhodes) has far more important matters on hand than to deal with who did what and when. Since Terry has had professional kitchen experience, he should know better to deal with the matter himself (since both he and Simon are partners at this particular station) then to snitch.
Time is the essence and any problem should be dealt with swiftly, providing a solution rather than broadcast it with the intention to put make someone who already feels inadequate feel almost zero.
I'm not a big fan of Simon but I sympathised with him in this particular situation.
