why no doctor who and torchwood cross over ever before RTD bowed out why not could've done it during the 2009 specials

I think it would have created too much disappointment for the younger audience and made them feel like they'd be missing out, since they couldn't watch Torchwood due to its adult content. Ianto and Gwen having a small role in the Series 4 finale was risky as it could have thrown them off, but to have the Doctor in Torchwood would have just been the middle finger. This is probably why he was in The Sarah Jane Adventures but not TW.

Martha went to Torchwood for three episodes and the Torchwood team came to DW for one. It's just the Doctor who didn't crossover to Torchwood. |

Have you not watched The Stolen Earth/Joruneys end. It could effectively be described as a doctor who/torchwood/Sarah Jane crossover with davros and the daleks to boot.
