The top players will want Champions League football, or at the very least the real prospect of it, if they are going to join a club not in it, and that is not something that Liverpool can say with any sense of realism.
The likes of West Ham will be able to compete with Liverpool for similar players now

I don't think the Europe thing is as big an issue as people make out. If they pay the wages they will attract the players.
Money talks in most cases. It's not as if Liverpool attracted the top drawer players when they qualified for the Champions League a couple of years back anyway, because they don't pay top dollar.

Liverpool aren't competing for the very top players though. They will still get the players that their budget allows and if they increase their budget dramatically players will come for the money and the expectation of what's to come.

Because the Premier League is where the best managers want to be

Not really. West Ham have a budget of 50m all in this summer, Liverpool have more spending power than that.

Yes, plus West Ham will have the huge added advantage of being able to offer players the chance to play in the Olympic stadium, and of course being a London club, which seems to sway people's thoughts of they are close to selecting a team to play for.

Liverpool aren't competing for the very top players though. They will still get the players that their budget allows and if they increase their budget dramatically players will come for the money and the expectation of what's to come.
What are these expectations to come though?

Can Liverpool offer the very real prospect of competing for a Champions League place?
They, along with everyone else are in a battle with possibly seven clubs, for those four places.
Players that they could be after, could easily just decide to go to a club where there is more of a realistic chance of Champions League football.

Exactly, it is not as though Leicester have struggled this season because they have not attracted top players. Having scouts who know what they are doing helps.

Oh dont know, with West Hams new stadium they will generate more money, plus the TV money they will get, and if the rumours are true and Dimtri Payet goes to Real Madrid that is even more money for them to spend on players

I made a very simple point.

Currently they dont compete for the very top players so that won't change. They can still compete for players at a certain level, therefore it isn't the disaster some are suggesting.

There is also a new TV deal now, you might not know but that gives added spending power to PL clubs. If Liverpool suddenly decided to really go for it, they will attract players based on the salary they offer. Wont work for everyone but some will come. It happened at City a few years back, the players saw the wages and ambition and took a chance. Clop being there is a draw too. Like I say, it won't work for everyone but will for some.

Ahh, and he is not prone to lying or not speaking the whole truth is he?
We will see, but with said new TV deal, I suspect their budget will be a tad higher than that, as it will be for most clubs.

I think that is just their initial starting point, when the summer activities really get going, we could be seeing some crazy deals.

I was meaning more in terms of the wages offered to players from abroad. If Liverpool suddenly decided to really push the boat out this summer then they will still attract big players despite not being in Europe.
