How to prevent a young cat attacking an older cat

We have 2 ginger cats, an elderly boy of 13 with a lovely nature and a 20 month old boy that is always out to attack his elder. Any suggestions how to prevent this? At the moment when they're in the same room together I use a water spray to the younger cat, but this doesn't seem to be working.

The younger cat often gets a scare from our 3 year old female cat, she goes for him and our 4th cat, seems to keep out of all the arguments.

Most of the time I keep them separate as it's the only way I can cope with it.

BTW the younger troublesome 2 were both rescued as kittens that were abandoned.
