The ratings are descriptive not prescriptive. If
Neighbours started doing edgier stuff, which they could do if they chose, the Australian rating might be reviewed and perhaps upped to PG. They could still go to air in their current timeslot on eleven with a PG rating, so there's nothing really preventing it as far as Australian broadcasts go. However
Neighbours steadfastly stick to G rating content, and it is still rated G. Perhaps because this is what they are known for? (When they went into the crazier revenge plotlines with guns and bombs on planes, the ratings dropped.) Perhaps the producers have sold it internationally under the G content premise?
Personally I think that it was Susan Bower who personally chose to play it super safe and over cautious. She was probably more restrictive than neccesary.
