Are there any apps for Windows Phone that allow you to send free SMS messages to another phone, without the other person requiring the app on their phone?

I installed the app "Text Me", but I don't know how it's supposed to send a text message. I pressed "New" then entered the phone number and wrote a message, but it didn't send the message. When it shows the message and phone number on the menu, it displays the phone number, but without the last digit.

According to what I've read, this app says it can send free text messages (real sms) to another phone, without the other person requiring the app.

Possibly only to other US numbers.
