Who deserves to be on the list is entirely subjective from start to finish. There are a number of people who were easy picks because subjectively speaking there is a consensus, but its still subjective. What you need to remember is this is not and never has been about pure sporting achievement - it is about making an impact. It can be argued for example, that someone like Nick Skelton made a hell of a lot more of an impact with his gold than, say Jade Jones. It doesn't mean one achievement is greater than the other necessarily.
As I said, they will never come up with a list that meets everyones approval because of the subjective nature of it. Therefore no point in extending the list further to try and please everyone because it is impossible.

Only because they make it so . Two or more Gold medals this time , or repeating 2012 is an objective criteria. Its going to do for handing out the OBEs and dame/knighthoods. Winning Wimbledon and Number One reinforce Murray's claim - any two would do to win him a nomination - tho doing badly at the Olympics in an Olympic year would have weakened his case , . Equaling ,or establishing, a record for medals won, is a landmark achievement. Best national team is easy, when so few won anything much.
Impact is an unknowable , subjective, criteria . The paraolympics had zero impact on most people - they didn't watch. Skelton attracted less attention than Valegro. You don't get much attention if your olympic sport is schedules for 3AM. You just end up second guessing what most viewers watched, and liked, - which is determined by what you bothered to show them.
Murray will win - on both a regional vote, and Wimbledon viewer numbers - but they can at least include everyone with an equal claim with him in the race.
