Quite agree, basically, if one can afford those payments, then one probably will be able to enough that one's children won't have a problem, or at least would have had enough if one hadn't paid all those payments.
If one couldn't leave enough for on's burial, then one probably can't afford to keep up the payments.
It all goes back to the old fear of having to be buried in a pauper's grave, when I was a child, old folk went without food so that they would could leave enough to make sure that wouldn't happen, they were the same about the Workhouse, they starve themselves so that they didn't have to go into a Workhouse.
BTW the last Workhouses closed in 1948, closed by the Labour Government
