My guess is Capaldi is leaving with Moffat otherwise he would've just come out and said yes I'm staying.
All of this "I don't know, I'm not sure...." business to me suggests he's going but isn't allowed to say until nearer the end of the next series. |

All I'm saying is that if Capaldi is staying, they've acted very strangely about it, which is what makes me think otherwise. If we are getting a new Doctor for series 11, then i'd guess they'll make some kind of announcement about Capaldi's departure some time within a few weeks close to the start of series 10 (so that they can attempt to build hype with the '12th Doctors final series' type publicity) and then likely let speculation and hype build for a while before announcing the new actor probably sometime between the end of the series and Christmas (to give the show a bit of a publicity boost while off air) |

I would be very surprised (and disappointed) if Capaldi stays for a fourth season. But I think it is too early to start making public announcements about his departure.
It would be very tough for the BBC to launch the publicity for season 10 if everyone's already lost interest in the incumbent Doctor because the next one has been announced/everyone's talking about who it might be. I remember it was quite hard to stay engaged with Christopher Eccleston's Doctor after it was confirmed (so very early in season 1) that he was leaving. But I would be genuinely surprised if Capaldi stays on. If nothing else, I don't personally think viewers are particularly engaged with/excited by his Doctor and I think Chibnall would struggle to give the show a genuinely fresh start with him on board. |

Well David Tennant announced he was leaving in October 2008
