My neighbour has a 4-5 month old Rottweiler puppy which seems to spend an awful lot of time outside on its own. She does not work but will often leave it outside for long periods when she's at home. Today, she left about 8.30 and the puppy is still out there, it's now 4pm. We have had rain, sleet and strong winds all day, it's cold and the pup has no shelter or even food and water, from what I can see. The thing is the pup makes no noise, I've never heard her bark or whine even when she's left alone for long periods. Anyway, I know some peeps think it's acceptable to leave pups/dogs outside, I don't but wanted others opinions, advice.

Even out door dogs need, water, food and shelter. Cruel otherwise. Try the dog warden they can have a word with the owner.

Yes they do. I'm going to speak to neighbour myself. Thing is if she was not in the garden, she'd be locked up in a cage all day. Makes my blood boil.

I would contact the local RSPCA about your concerns. I know many criticise the RSPCA but hopefully, they can at least visit your neighbour and talk to her. This in itself may be enough for her to change her ways.

If not, continue to harass the RSPCA with your concerns.

i have a 4 month old pup. Couldn't imagine locking her out all day. She'd be so sad all alone for so long.

Have you tried befriending the owner? My neighbour rarely walls her dog, it's cooped up all the time. So, when I next had a chance I asked if she'd mind me taking her dog for a walk, with the excuse it'd help me socialise my pup. We pick her dog up on the morning walk now, and take it out for an hour. I feel better just knowing it is getting out for at least one walk a day. (Not that I'm suggesting you walk their dog. But maybe the owner is having issues they don't know how to control and a little advice would help).

I used to drive past this dog - outside all day in all weathers. Anyhow I drove past one day and it was in the street - sheltering from the rain under a car. I decided enough was enough. Unfortunately a neighbour caught me in the act of trying to load it into the car. Caught in the act of dognapping! I pretended I thought it was a lost dog.
I won't hesitate to take direct action again in similar circumstances because experience has taught me RSPCA won't do anything.

Why get a puppy to leave it outside all day? What a bloody shame. The poor thing should have some type of food, shelter and water. I would report to the RSPCA as it is their job to investigate. They can do at least that. But I would then in your case, keep a diary of dates and times the dog is left outside for. It's building up the evidence.
I take it the dog is indoors at night times? Is being fed and watered. Just the case of being left alone outside, to face whatever weather is thrown at it.

Thing is, not only is it incredibly cruel to do that to a puppy, or any pet for that matter - it's going to grow up totally unsocialised which can make it fearful and aggressive if they are presented with a stranger or put in a situation they're not used to. Of course that would be serious for any dog, but for a breed like a Rottie, it's downright irresponsible! We have a large powerful breed ourself and have socialised him thoroughly since he was a puppy, now you can do anything and he won't bat an eyelid.

There's been many cases of animals being neglected and starved to death/ dehydration, maybe extreme example but if she is leaving without food or water there I a risk of that.

Contact your local council as I know councils have stepped in and removed animals from people who are not looking after animals properly, they may prosecute for cruelty as well.

Why on earth do people keep a dog if they are going to treat it like this? I can't get my head around it. They must have a cold heart.

I hope that dog can be removed and rehomed to people who will look after it properly.

I have a neighbour who works between 9am-6pm but leaves the dog out in the garden all day long, I was rather concerned so I phoned the RSPCA but they wouldn't intervene unless the dog was injured or left without food and water. She did leave her dog some but a small bowl didn't seem to be enough for a labrador who spends 9 hours outside in hot weather. I'll keep watching to see if it's ok...but if it isn't i'll be knocking on her door.

Hi molliepops, sadly the situation is the same. I did report her to the rspca but they said as long as the dog was fed and watered there was nothing they could really do. The pup is still left outside all of the day even when they're home and the other night it woke me up at 1.15 in the morning because it was playing on the decking and making an awful noise. It was out there all day yesterday in the pouring rain shivering and cold. I'm just waiting for it to start howling and barking then I shall report her to her landlords!!

My old neighbour had Rotties-well cared for, lovely dogs but they are a remarkably silent breed, I only ever heard them growl and the very odd bark if there were foxes around. Report her to the LL now and say the dog is barking anyway. I'd love one but I haven't had a dog in years and they are a breed that needs a firm hand, especially the males. Surely the RSPCA will be concerned if the animal has no shelter outside. Take some footage of the dog in the rain and of the garden with kennel, poor thing.

The rspca are not interested. The dog has no shelter at all and certainly no kennel. It's just left for hours and hours outside playing with broken kids toys, plastic bottles, anything really. Not a dog toy in sight! I can't see any water or food but then it could just be out of sight, I have only so much view from my bedroom window and over the 6ft fence. I was woken again at 12.30 with the dog playing on its own on the decking, so will be calling her LL on Monday. The rspca are a complete waste of time and will, Sod's law , visit when the pup is indoors.

I'm amazed that I've only ever heard her bark once and that was when she was first there. Apart from the noise she makes chewing the things on the decking I would not know she was there! No growling, even whilst playing, no whining, barking, nothing. Even when she's so desperately trying to get in the house she is silent. Other dogs may be barking in the background but she does not respond. I've never, ever seen her being walked or anyone playing with her. It's heartbreaking.

As long as they think the puppy is being fed they will not come out or care. they might if it was thick snow or a heatwave.
Are you sure there is no shelter? maybe also out of sight?

A man a few doors away went away for 10 weeks and his dog was barking and howling the whole time once a day friends or family would come in and let the dog out and feed it , not even there more than 10 mins.
RSPCA said that is not neglect even though the dog was clearly distressed .
Its not the first time the RSPCA have not cared. If there is no chance of a court case for them to get thier face in the papers and more donations, they are not interested

We saw our neighbours kick the crap out of their dog but so far as the RSPCA are concerned - we didn't film it, so it didn't happen.

So not surprised OP can get no help with this situation. RSPCA said to me all they can do is wait til they go out and get a new dog, and then film on our phones anything we see (that one had cancer, it turned out- they were kicking it because they'd put it in the car boot, going somewhere and it was too slow getting out).

When they got the RSPCA's calling card (had the luck of the devil - were out when the inspector first called), they rushed the dog to the vet's (PDSA - another bunch of enablers, clearly). It was PTS a week or two after we saw them kick it. Had cancer for a long time untreated, according to the PDSA vet (who told the Inspector, who phoned me). Even knowing it had been ill for maybe months untreated, the RSPCA deemed it was well looked after because the woman "Said she loves the dog" and "They'd been backwards and forwards to the vet all that last week". Beggars belief how cruel they are.

Pretty disgusting that the RSPCA's only response is "Ah wait for them to get a puppy then you have to hope you can catch them kicking that one..."

I wish people knew what the RSPCA are really like. They might not donate.

No there is no shelter at all. Day off work today and I've been watching the puppy on and off allday. Neighbours went out early morning and dogs been left out since then. It's very overcast here and quite chilly, Also have had a few spots of rain I've seen the puppy trying to find somewhere to hide. She huddles up to the back door but there is no shelter. I can't even see a water bowl .

If the dog has no water or shelter, it is classified within the law as cruelty under Section 9 of the Animal Welfare Act.

Contact the RSPCA and tell them there is a young dog living permanently outside without any shelter from the elements, and most importantly it has no water.

It must have some food and water or it would be dead by now.
RSPCA are not interested anyway.
