So after much effort and even more money Intel have killed the range of chips designed for phonesphones. This is sad for potentially 12000 people who could lose their jobs and also for potential future competition for the ARM chips. I would love to have tried an Atom based W10 phone but that isn't going to happen now.

Yes, I saw that. It's small potatoes for them, probably. And after seeing MS success with W10M they may have been reluctant to continue, not wanting to be MS saviour. Apple and Google are successful with ARM, probably no reason to use them, there's no advantage there for them.
