Mr mulhern does not have overall control over the content or format of bgmt, his employers ITV's producers do. The same goes for Mr Cowell on the main show he has some control of course but he doesn't make the final decision on the show, once again it is itv's producers who have that power as they have 'paid' for the show.
I'm sure given the chance Mr Mulhern would like to step back and let the acts take more centre stage, but he is under pressure not to take this risk and has a remit to maximise viewing figures, hence the inclusion of celebrities on the bgmt show from the main itv1 show (eg ant and dec,- in the gamathon and Amanda holden -in hand mandy).
If bgmt was just devoted to the acts the producers are concerned that the show might not be so nearly interesting and might well interpret it as creativity laziness on mr mulhern's part, hence he is under pressure to come up with additional ways to make the show more entertaining and interesting.
