Poor? Yes there was a lot of eye candy (how is it different than now with Eva Marie, Summer Rae etc) and ones not used tor wrestling (any different to Total Divas cast?) However there were just about the same quality in numbers as now. There was Molly, Victoria, Trish, Lita as the main four. Then you had the supporting lot like Jazz, Jacqueline, Luna and Ivory.
Womens wrestling gained a reputation due to the way it was portrayed but it does not mean there wasnt any talent but those two. Ivory for example was a major heel and in fact took charge of one of the most hated groups of the Attitude Era in the Right to Censor.
Lita and Trish stood out because they were the most marketable. Lita was unique in that no women had been a high flyer jumping off ladders etc before her and was with the popular tag team of the day in the Hardyz. Trish had a story built up over time from being someone who thought she control everyone to being screwed over by the most hated heel of all time in Vince. Fans naturally grew to support her.
As for short matches etc, im sure the likes of Bayley and Nia Jax have been in squash matches only a couple minutes long.
Nothing has changed now, they have picked the most marketable and running with it. Those being the Four Horsewomen.
Charlotte is nothing special but she does what is expected of her well. Its obvious she is being built for Wrestlemania for the face woman to defeat her at a PPV and that woman to become the face of the division. All is pinning on it being Bayley.
You see nothing has actually changed, just there is more focus on it now.
