I'd keep the belt on Charlotte through Mania. Have Sasha defeat her on the night in a match with 4HW. After the match, have her turn on Bayley. Then have her continually turn down a match from her, still defending the title though against others.

Then I'd have a Women's MITB/QOTR tournament which Bayley wins and cashes in/has her title match at Summerslam but announcing that is what she will do the night after she won the opportunity. With a year long feud, Sasha vs Bayley headlines Summerslam.

No way Charlotte's reign has enough steam to get all the way to Mania. They need to get it on Sasha at Summerslam before her reactions start to lose steam.

Yeah I think at least one title change is needed before then, it all just depends on the plans for the women's division. It needs to be a slow burn rivalry hopefully to make the future matches more important.
