No, it's the head to head match between the two teams that are level on points, which determines who finishes higher. But if that match was a draw, then it's goal difference, then goals scored, then fair play points (1 for yellow, 3 for red).

It gets more complicated if three teams are level, as it's the three head to head matches which decide who is higher.

Would England failing to get out of the group stages in a 24 team Euros with 16 going through be their worst performance in a tournament ever? It would have to be up there I think especially given this is not a difficult group. At least at the World Cup we could point to the fact that we were in a group with two former winners in Uruguay and Italy.

It is, and I much prefer goal difference being the first port of call like the old days.

I don't know, the only reason I can think of as to why they introduced 'head to head' was so that a match between each other became more important than whether someone managed to score 4 goals or 6 goals against a useless bottom side. But at the same time it can be demoralising knowing you can't overtake a team you're 3 points behind on the last day because they have already beaten you.
