Those mannequins behind the goal appear to have no authority whatsoever. Or are the referees too proud to defer to the decision of a subordinate who happens to be in a better position to make a correct call?

It was most common in Italy back then - and they were good at disguising it. These days it's widespread and more blatant. From little acorns...
