Don't think anybody bothers to enforce that anymore.

It's seen all the time.
No it doesn't it's just the camera angle that makes it look out.

Germany were the best team in this tournament by some way. Shame they didn't get the rub of the green the other day.

surely no part of the ball was in the quadrant or on the line for that corner ?

I'm sure I've read that the rule is now that the ball just has to be directly over part of the quadrant so doesn't necessarily have to be touching it.

Possibly.

Can't imagine it makes much difference but some players seem to prefer to have it just out.
