I'm sure I've read that the rule is now that the ball just has to be directly over part of the quadrant so doesn't necessarily have to be touching it.
yeah......I think some part of the ball has to be over part of the line

but it seems to have become a macho thing for players to get it to the millimetre.......like stealing yards at throw ins etc

I think that's pretty much it, there can't be much actual advantage to it. You even see it when a team has a free kick near the halfway line, they'll roll the ball forward half a foot.

I can't remember a decent final in either the WC or the Euro's recently. Arg v West Germany in '86 and France v Italy, 2000 stand out I guess.
