That's a bit non PSB and the sort of thing ITV get slated for, ITV have two bulletins in prime time, BBC1 have none.
I know Christmas Day isn't usually heavy with news but that isn't really the point. Moving TOTP so it doesn't run up to the Queen shows the news has basically had to be shoehorned in. Ideally they'd have a bulletin at teatime, but then EE wouldn't finish until 10:40pm which is even worse.
On that note, I'm not a big fan of EastEnders at 9:30pm, at one time the 9pm slot on Christmas Day would be the flagship event, The Royle Family, Only Fools and Horses, various other comedy remakes, with the biggest rating of the day, now it's just the Christmas episode of EastEnders. And they say ITV rely on soaps too much.
