Given how little time they've had, I think it's the best compromise. The IOC doesn't want the political backlash and going back to the dark days of boycotts. Any Russian that's served a ban will not be allowed to compete - so that's the likes of swimmer Efidopa out. The ones that do compete will have to comply with further in and out of competition testing.
