I definitely did not hold those views at 21. I think people can change, I really do. But it took for him being exposed on twitter to apologise? That is the only thing that makes me doubt the sincerity of the apology.
I have not accepted apologies, also. Mostly I do, but when I know there is no real sincerity then I won't. 'You say sorry, then kill me afterwards", is something I have said on occasion.
