How do we know it's not in the context of not disliking her because she clearly has mental issues and an unnatural obsession with Jason? From what we saw Andy and Charlie were not close so it makes little sense otherwise.

Not really he was expressing his true opinion to a close friend knowing that his friend would accept his opinion.
