Agreed - 4 pundits in the studio feels a bit much and it's becoming more common on ITV (think they have 4 for the Scotland game and had 4 towards the end of the Euros). It just means pundits don't have long enough to make their points - particularly on ITV where there won't necessarily be the time available that a specialist sports channel like BT or Sky might have.”
Seemingly ITV have signed Giggs up on a regular basis, but of course they don't have any regular live football other than England matches, certainly nothing as high profile in any case, so he does those even though he doesn't seem especially relevant.
I seem to remember them using four pundits on one occasion during the Chiles era, when they had Dixon, Keane, O'Neill and Patrick Viera and, as you say, it could work if they had time to make their points and get a discussion going but by and large they don't. Whereas when Des was doing the Champions League, they often only had one pundit, and they had fewer adverts in those days as well.
