Iphone locked up

My iphone4 has failed,there is just the apple logo on front and cant get anything else.Am getting a Samsung A5 like my wifes.I have a recent backup,not to cloud as IOS7 is not supported.
Is there any software,paid or free that can backup my Samsung from the Itunes backup,or can I get a list of contacts from the backup,or possibly restore them to an Ipad weve got on IOS9 and then backup to the cloud and from there to Samsung.
Any suggestions welcomed as I am in deep doodoo

No, you can't transfer data from iTunes to your Samsumg.

You would be better trying to fix the iPhone and then get data off it another way.

If you sync'd your contacts to iCloud then you'd see them on the iPad. If you just backed up to iCloud you'd need to restore to another iPhone (same iOS version or later) to get the content. If you ran WhatsApp, you can use any iPhone and restore contacts via WhatsApp.

There are some tools like iPhone Explorer that can pull content out of an iPhone backup if you backed up to iTunes - don't think they can get at iCloud. Can you borrow a friends iPhone, reset it, and restore then extract?

In future sync all contacts etc to a cloud service, iCloud, Gmail, Outlook.com etc.

Try pressing and holding the home button and then plugging the iPhone in to your PC as you would normally do if you were syncing with iTunes.

iTunes might detect it as a phone in recovery mode and allow you to restore it and start again .. obviously if you haven't already tried this.

You can also try DFU Mode ..

Hold down the sleep/power button and home button together for exactly 10 seconds, then release the power button

Continue to hold down the Home button until a message appears in iTunes telling you an iPhone in recover mode has been detected

I'll try the home buttons when I get home its insured so I can send it off but I'll be without contacts if they replace phone I will just sell it
Can't use icloud,its not supported on iPhone 4

Sounds as if you've not updated the software. iCloud is fully supported in iOS 6 and iOS 7 both of which run on the iPhone 4. It stops at 7.

Update,managed to restore to factory settings but when I tried to restore the backup it locked up again.
