I have to reluctantly say I agree with you - it is what he was saying for the most part, he's just not got a great grasp of the English language and can't put a sentence together very well.
He did, however, say later that 'Lewis and her aren't together so I could kiss her if I wanted' (words to that effect), which seemed more in-keeping with the impression he was giving, that he could kiss her if he wanted whether anybody else liked it or not. By that time, though, he'd wound himself up so I think initially he was saying he can do what he wants.
I certainly agree with you about the rapist remark.
