I haven't seen Frankie be verbally aggressive - I've seen him challenge Bear's stupidity when ruining the coffee, which is what Bear was hoping for. Any rational person would challenge it.

Then we have Bear's behaviour and Heavy's behaviour - they all see much of a muchness to me, although Bear's physical throwing of an item which could have hurt somebody (and broke a window) tops all of it to me.
I don't think BB should be challenging housemates for shouting or arguing, that'd be ridiculous. They are there to ensure that things don't escalate, but interaction between housemates is what the show is all about, so I don't see why you think the Americans should be 'challenged' - unless you mean by other housemates.
If you do, then we have seen how little goes challenged - especially Biggins' and Renee's comments. I think Renee frightens a few of them and they want to keep her onside - as much as Bear does some of them and THEY want to keep him onside (Saira decided she'd kiss his arse to avoid being a target and, of course, to try and remain in the house).
