Well as they are the only ones getting any real airtime, they will be the only ones getting any significant number of votes. Who is going to vote for people they are not getting to see. If it was vote to evict they would still be the ones getting the bulk of the votes and we would have a different outcome.
We are not really seeing Ricky, Sam, Katie, James, Frankie and others who are in there who I have forgotten about as I havent been shown anything of them.
Ricky and Sam might get some votes because people know them more than the others but Bear, Chloe, Marnie and Lewis will undoubtedly be getting the bulk of votes as they are the ones the production team are pushing.

I'm hoping there will be at least 1 non gang housemate in the final 2 as there would be a strong anti-vote in their favour.
As much as a gang of four victory is looking likely it's not written in stone yet!
