Seeing as only BB has any influence over the actions of Bear (and probably Heavy at that time, as he does what he's told by Bear at the moment - again), then it was BB's responsibility to ensure the mess would be cleaned up and the danger removed.
I also feel that the producers have been receiving some flack with regard to what's been going on. They seem to have decided to show their tellings off of Bear (which it's been mentioned several times do happen but we rarely see). The audience have felt that BB has been biased towards Bear to the point of protecting him, so perhaps they are listening to feedback from some quarters.
Or not of course, it's just the impression I got by the mere fact that suddenly we are seeing these talks with Bear when previously we weren't.”

Ch 5 still won't get rid of him though as he is their cash cow so I do not think there have been too many telling-offs .
I agree that his relentless baiting is now tantamount to abuse and ch5 has failed in its duty of care towards the others who have been terrorized by the lack of sleep and relentless goading , and Bear now has the somewhat challenged Heavy D aiding him.
This is intimidating , relentless and abusive towards the others .
My wish is that one or all of ( especially the American) HMs would sue for breach of this duty of care and for encouraging this hostile environment .
The series has become a celebration of sociopathic infantile behavior .
And maybe it is time to call it a day.

how they put up with that 24/7 is beyond me.
