The "Baby Voice" thing is all a HUGE part of the passive/aggressive abuse... " I've many years of experience with an abusive/controlling ex partner & mother & LOADS of Bear's behavioural traits are soooo similar. Kind of like saying something snidey then saying "Lol" afterwards, cos that makes it "Bantz, Innit" .
Google something called "Gaslighting" & it might make sense to you regarding Bear.
It's a form of emotional abuse, where you deliberately try to create insanity in others... Seriously, he's a prime example of UBER passive/aggressiveness too!!
They engineer situations that make it able for them to do S**T things, then turn it back onto the victims. He wound Renee up & she bit, allowing him to sit back & bask in the chaos & the fact he had so much control over her. They'll windup/manipulate others to do their dirty work, so they can sit back, watch their Flying Monkeys cause chaos, if challenged "Well, I Didn't Even Do It!" "What, It's Just My Opinion, I'm Not Being Nasty..."

He gives me chills, NOT nice ones... He's dangerous, cunning, vindictive & abusive (In my opinion obviously) it's no wonder Sam, Ricky, Katie are so quiet - they are constantly walking on eggshells & they don't want to engage with him!!
It's like you can only cope by: 1, Putting up with it & try to get some enjoyment (But risk being seen as two faced), 2, Rant/Rage Every So Often (But fueling him), 3, Limit your contact as much as possible (But get dubbed Boring & be bored!)
Yes, BB is a GAMESHOW, but Bear's "Game" is being intimidating/passive/aggressive/menacing/wasteful/petty/immature/spiteful/vindictive etc etc... He's CONSTANTLY on at the housemates he despises the most, like the school photo - he was grabbing Ricky, pulling him closer so he could lick his face... Um, personal space?! If Bear wanted to do a funny face, cool - but he just HAD to test Ricky, see if he could make him react. Well done to Ricky for not allowing himself to be controlled.
And if people wanna bash me for saying this, then go ahead - although I tend to go for civil discussion of opinions myself - but Bear is a BULLY & a COWARD, but he also has intelligence, which in my book makes him even more dangerous cos he learns from mistakes.
Bear's experience with the security guard proved him as a bully/coward (He knew it as much as we did lol!) & since then, he's learned not to risk being around someone who can control/expose him, so has instead ramped up the passive/aggressive stuff to ridiculous levels so that he can control and/or abuse/bully the housemates he dislikes, all whilst under the blatant facade of being "Friendly" "Helpful" "Aving A Laugh"etc....
He knows EXACTLY what he's doing & he's playing his game very well - he's an Emotional Vampire & a Predator, I find it hard to believe that there are not more people that can see it... He not only feeds off the negativity, he THRIVES from it, he gets a kick out of hurting people that he sees as weaker than him & uses Emotional Terrorism to wear down people, especially ones that might be strong enough mentally to challenge him.
He's not Fun, he's Calculated, Vindictive, Narcissistic & Scary.
Sam summed it up perfectly in the diary room bless her - it's exhausting dealing with someone like that, it does make you depressed/weary/fearful/drained/tense cos there's no let up from it!! Broke my heart to see her so weary/upset. 
I feel sorry for everyone, not Lewis, Marnie or Heavy D cos they lap it up, yes, even Heavy -said from the start he's as bad as them. He's quite happy to start playing up with Bear when he feels like it, so he's a hypocrite to then kick off at him when he's not his "Friend". I feel sad that without the toxic behaviour, primarily by Bear-the housemates would be given a chance to not be "Boring"... There's been little glimpses, but far & few between, how can people not be boring when they're walking on eggshells??? I know it sounds extreme to call it "Emotional Terrorism", but it's a form of torture what he's doing... A constant dripping tap of negativity & pure nastiness.
BB has blown it in my eyes, this series hasn't been much fun at all, it's been painful to watch & I keep hoping it'll get better but that hope's dwindling fast.. Too much hypocrisy, unclear/not shown/not given warnings, dodgy nomination twists, aggression, Marnie & Lewis's cringeworthy blatant "Scriptwriting" Bear's reign of Emotional/Mental Terrorism etc...

You are mistaking physically dangerous with the damage that someone like Bear can do emotionally.

This acceptance of a "sex toy" role from Chloe was highly disturbing, reminding me of someone who I know. What started off as a few kinky and submissive sex games soon turned into her being forced into public sexual humiliation and eventually severe sexual abuse. The man involved shared a great number of Bear's character traits.
