I would imagine that 16 would be the cut off age as that is the age dancers move from the junior division to the adult comps. That said, unless the pro they were partnered with was also a teenager, the BBC wouldn't risk it even with a sixteen year old celebrity, because it would result in an awful lot of complaints if a 16 year old with a pro who was old enough to be their Dad or Mum.
And seeing as there are next to no teenage pro dancers, it's highly unlikely.
I say "next to no" because there might be one or two and if there are, someone on here will know.
But even the two new pros for this year's Strictly, AJ ad Chloe have turned pro very young, probably just for the Strictly gig. It is far more usual for people their age to compete as amateurs for a bit longer than they have, before they turn pro.
