He's not going anywhere. Any screen time is a good thing weather is it's postive or negative when it is Vote To Save. Plus he dosen't have much compettion with the people he's up against in terms of entertainment.

Most people do screw up occasionally and most people empathize with bear and at the same time empathize with his girl friend , its not a great situation but life throws up these things.

I expected much more from him there for his redemption arc. I suspect the producers are ready to drop him before the last eviction so it doesn't hurt ratings too much. Hopefully a negative edit to come for him will stop people from backing him.
