James Bassam would make sense to cover the show. Has a slick presentation. Would the rivalry stations accept a weekday Capital DJ on their station giving a taste of how he does his thing?
Well, considering Matt Wilkinson is on Heart 1-4 weekdays and he's been covering since 2009, I don't think they'll mind. The audience on most stations at that time is so small, the average UKRD/Wireless Group/Bauer listener probably wouldn't care who's on or what's on anyways.

why doesn't the network chart have local advertisements ?
It used to, back in the Kid Jensen days. I remember playing in local adverts and IDs manually at a station I used to work at. I think it was only the first hour when there was split ads and station IDs.

At one time, we had live coverage of an event during the show, so we recorded the chart off the satelitte and aired it afterwards.

Of course, back then it wasn't a real-time chart with lockdown at 6PM so we were able to negotiate with Capital so the time wasn't mentioned too often and when it was, it was easy to cut out.

With modern technology, it would be easy to have split ads during the BT40. For example in Zetta, a log along these lines could do the job:

16:01:55 - CHART ON (Macro)
16:35:00 - CHART OFF (Macro)
16:35:01 - Spot Block (6 Events)
16:37:55 - CHART ON (Macro)
17:00:00 - CHART OFF (Macro)
17:00:01 - Spot Block (6 Events)
17:02:55 - CHART ON (Macro)

And so on...

But, the reason they don't do this is:

1. Some station's may not use a playout system capable of having on/off macros, and are unable to have someone manually controlling the studio at this time.

2. What is the point anyway? Unnecessary effort for stations when national adverts can be triggered at any duration, whenever they want, across the network with 2 simple macro's switching the chart on and off at 16:02 and 18:59.

In Jan 2014, when Marvin was announced as the shows new host, it was a bigger thing. He'd been in JLS, who had just split up, and was no stranger to the chart itself.

The show is based around the name 'Marvin Humes' when the re-brand was first put into practise. Kat Shoob isn't a well-known name to the average listener of any station that takes the chart. Neither was Rich Clarke, which is why Rich and Kat were advertised together along with Greg & Kat, whereas with Marvin, who in addition to JLS had landed some TV gigs including The Voice at the time, would be known by most younger listeners and even some older who watch him on This Morning or any TV show which he was presenting at the time.

The Big Top 40 have always played that edit where Sia sings "turn Big Top 40 on". The Capital FM version she sings "turn Capital on". There's also an edit for the Official Chart Greg James on Radio 1 where Sia sings "turn Greg James on".

I remember that Live event, it was one Easter Sunday I think when David Kid Jensen presented the show from Wembley Stadium ahead of a game by the New York Yankies?, Baseball Team in aid of I think Help a London Child?.

I am sure the show finished after 7pm on that occasion, and have a recording of it on audio tape.

Can't remember if I've asked before or not, but are there any stations other than Spire FM that air the 1 minute version of the weekly BT40 trailer? I would've thought Capital do, never heard it before though.
