The might-be/possible villains in Race With The Devil are so frightening, because of the uncertainty stemming from the fact it's only revealed at the very end who the real villains actually are.
And what an ending that was!

I don't know his name but the guy with the truly dreadful 'cockney' accent from Pinocchio who takes the boys to Treasure Island is fairly terrifying. That is not a film fit for children.
I think many of the Disney antagonists are strong contenteders for scariest villains of all time. Walt himself really had a good grasp and love of dark material.

Night of the demon.

Julian Karswell was most scary. Understated passing of the runes, with ever escalating malice.

Douglas Carswell's pretty scary too.

Maximilian, the robot with the Darth Vader complex from Disney's The Black Hole.

James Gandolfini's smirking hitman in True Romance is pretty scary. I love that eye-roll he does after he punches Alabama in the face.

Robin Williams as Sy Parrish in One Hour Photo. It was a massive departure from his usual roles and yet I think that made it better as Robin gave a scary and disturbing portrayal of a stalker.

Pinhead from Hellraiser was scary. In fact the Cenobites were all of the type I wouldn't like to meet.
Definitely! Love the Hellraiser movies and the first one scared the... pretty much everything... when I first watched it.

And I'll throw in the girl from Audition. That film still gives me the creeps when I think about it.

Jessica Walter as Evelyn in Play Misty For Me. As Blackadder would say she's madder than Mad Jack McMad, the winner of last year's "Mr. Madman" competition.

Dennis Hopper as Frank Booth in Blue Velvet.

I felt unnerved everytime he appeared on screen.
